Bio
Lubna Shaheen, is a Senior Urban Programme Officer at UN-Habitat, with over 10 years of professional experience with the United Nations leading on the design and successful implementation of high-quality programmes in the MENA region. As an urban planner and programme manager Lubna has led several programmes, including UN joint programmes, related to urban planning, climate change, gender inclusion and the development of safe and inclusive public spaces in the West Bank, including in East Jerusalem, the Gaza Strip and in Jordan. She has an excellent technical capacity as well as the ability to design, organize and manage complex programs. This includes developing concept notes and program designs used to mobilize donor funding; preparing results frameworks, work plans and program budgets; undertaking monitoring and evaluation site visits and ensuring compliance with environmental and social safeguards; developing progress narrative and financial reports; developing technical guidelines as well as designing and implementing capacity building trainings with a focus on urban planning related issues; and successfully coordinating and managing the expectations of key stakeholders.
Prior to the UN-Habitat, Lubna served as lead urban planner on several consulting projects in the MENA region, including in Iraq, primarily involving the development of city master plans, strategic development plans and the provision of training and technical planning support to various stakeholders, including community representatives/organizations and municipal staff. Also, she taught urban planning as an assistant professor at Birzeit University until 2013.
Dr. Shaheen holds a Doctorate Degree in Spatial Planning from the Technical University of Dortmund, Germany and a Master of Science Degree in Management of Natural Resources with a specialization in Landscape Architecture from the Norwegian University of Life Sciences, Norway. She is fluent in Arabic (mother tongue), English and German, and has several research papers that focus on promoting sustainable urban development in cities.
