The expert is an established climate finance and institutional analysis expert with 15 years of experience as a researcher and
consultant in climate change adaptation policy analysis, economics of adaptation, and climate finance. He is also an expert
in advancing analysis of climate finance and public expenditures to inform climate action. He is an experienced climate finance analyst with a proven ability to conceptualize and carry out reviews of public expenditures, with a focus on adaptation. Several examples demonstrate his experience in this regard. He conducted the Climate Public Expenditure and Institutional Review (CPEIR) in Iraq under the Iraq National Adaptation Plan for key sectors: health, agriculture and water resources.
