Bio
Dr. Idlebi is a senior expert on technology and innovation policy, knowledge society, digital and open government and STI for sustainable development. She occupied several positions at ESCWA during the last 18 years. She was appointed as expert in ICT Policy Section in 2004, then she led the ICT for Development Team, the ICT Application Section and the Innovation Section. She was also Acting Director of the Technology for Development Division in 2019-2020.
She is currently focusing on digital government transformation, open government and emerging technology and innovation for sustainable development and the achievement of SDGs. She led many regional initiatives namely the initiative on open government in the Arab region, regional profile of information society, innovation policy for sustainable development, Digital Arabic content and development of cyber legislation in the Arab region. Furthermore, she is a member in several UN Working Groups such as the UN IATT-Work Stream 6 for capacity building on Innovation Policy, the Global Research Council (GRC) and she is the ESCWA focal point in the Commission for Science and Technology for Development (CSTD). She was also active member of many Arab Working groups such as the Arab ICT strategy. Ms. Idlebi was also Jury Member of several Awards such as L'OREAL-UNESCO Award "For Women in Science", Takreem Award, the World Summit Award (WSA); and regional and national e-Government Awards.
Before joining ESCWA, from 2002 to 2004, she was Deputy Minister at the Ministry of Communications and Technology (MCT) in her home country Syria. She also worked at the Higher Institute of Applied Science & Technology (HIAST) in Damascus/Syria for more than 8 years. She was also Research Engineer at Telmat in France for more than 3 years. Dr. Idlebi has an engineering degree and a PhD in Computer Engineering from France.
